RFP SSU 2027-02 Tradesperson Electrical, Drain Cleaning, HVAC-R Installation, Repair and Maintenance

Salem State University is soliciting electronic proposals from qualified and licensed trade contractors to provide on-call electrical, drain cleaning, and HVAC-R services on an as-needed basis. The scope of work includes repair, maintenance, troubleshooting, emergency response, installation, testing, commissioning, and preventive maintenance. This is a rate contract with no maximum obligation, and the university may award the contract to one or multiple proposers based on overall best value. Evaluation is weighted heavily toward qualifications and relevant experience, institutional and technical experience, and emergency response and staffing capabilities. Contractors must provide all necessary licensed labor, materials, and tools to ensure complete operational installations in a professional and code-compliant manner. Key requirements include the ability to provide 24/7/365 emergency response, adherence to Massachusetts prevailing wage laws, and compliance with OSHA and NFPA safety standards. For services exceeding 25,000 dollars, payment bonds are required. Payments are processed via the Comptroller's payment system through EFT 45 days from invoice receipt. Proposers must submit a comprehensive package including a price schedule, technical approach, emergency response plan, and evidence of insurance.
