RFQ 39344 - Halon Fire System Services

The California Public Utilities Commission is seeking a contractor to provide comprehensive inspection, maintenance, incident response, and parts replacement services for its existing FenwalNET 8000-ML Halon fire suppression system located in the 3rd Floor Communications and Server Rooms at 505 Van Ness Avenue, San Francisco, CA 94102. Services must be performed in strict accordance with Title 19, NFPA 25, and NFPA 2001 standards, including annual and semi-annual inspections, prompt incident response with qualified personnel including a Fire Alarm Technician, Fire Suppression Technician, and Sprinkler Fitter, and replacement of end-of-life, defective, or unrepairable components, subject to prior written approval. The contract period runs from June 30, 2026, through June 30, 2028, with three optional one-year renewal terms available at the original rates. The contractor must submit a fully completed Cost Worksheet as Exhibit B.1, proposing fixed hourly rates that remain unchanged throughout the contract term without escalation, and will be paid only for actual hours worked, with no guaranteed minimum or maximum. Invoicing is allowed monthly in arrears and must include the CPUC contract number, dates of service, authorized Work Authorization documents, timesheets, and a fully signed Deliverable Acceptance Document to receive payment. The contractor is required to comply with stringent data security and confidentiality protocols, including the use of validated encryption for electronic media, multi-factor authentication for privileged accounts, screen-locking mechanisms, audit trail maintenance, and mandatory security awareness training for all personnel prior to access and annually thereafter.
