1. Invitation
The Johnson County Emergency Services Board (JCESB) requests statements of qualifications from professional engineering firms to evaluate, recommend, and design a comprehensive replacement of the heating, ventilation, and air conditioning (HVAC) systems serving the Johnson County Central Dispatch (JCCD) facility at 315 Hawthorne Boulevard in Warrensburg, Missouri.
JCCD is a mission-critical public-safety communications facility that operates 24 hours per day, 365 days per year. Reliable environmental control and continuity of operations are essential. JCESB seeks an engineering partner capable of assessing existing conditions, evaluating reasonable alternatives, recommending the best long-term solution, preparing complete construction documents, assisting with bidding, and providing construction-phase services.
The selected firm must be authorized to provide professional engineering services in Missouri. The project shall be led by a Missouri-licensed professional engineer with substantial mechanical and HVAC experience. The selected firm may provide electrical, controls, architectural, structural, commissioning, and other required disciplines through qualified employees or subconsultants.
JCESB is not prescribing a specific HVAC technology, manufacturer, or system configuration. The selected firm will be responsible for recommending a solution based on professional engineering analysis and the facility's operational needs.
2. Facility Information
The facility was constructed in approximately 2013 and consists of two occupied levels totaling approximately 8,750 square feet.

Original mechanical drawings are available for review. Since construction, modifications and additions have been made to portions of the HVAC system in an effort to improve airflow and building comfort. The existing HVAC equipment has received regularly scheduled preventive maintenance. Existing equipment includes variable refrigerant systems, energy or heat recovery equipment, dedicated technology-room cooling equipment, associated controls, and related components. JCESB wants the selected engineering firm to evaluate the facility and recommend the HVAC system that will best meet JCCD's long-term operational needs.
