The State of Rhode Island’s Executive Office of Health and Human Services is seeking a qualified vendor to implement, manage, and operate an Open/Hybrid Model Electronic Visit Verification (EVV) module as part of the Rhode Island Medicaid Optimized and Adaptable State Information System (RI Medicaid OASIS). The solution must support provider agencies that already use third-party EVV systems by allowing them to integrate or continue using their existing technology while ensuring full compliance with federal CMS requirements for capturing service type, member identity, date and time of service, location of service delivery, and caregiver identity. The solicitation, numbered RFP26006663, was posted on May 22, 2026, with proposals due by July 14, 2026, and must be submitted via the Ocean State Procures™ portal in accordance with strict formatting guidelines, including a 55-page technical proposal limited to specific sections and submitted as a single PDF with bookmarks. Vendors are required to be registered in SAM with a valid UEI and CAGE code, and must comply with HIPAA, FISMA, NIST, and other federal and state data security mandates, including signing a Business Associate Agreement and completing the RI IT Security Questionnaire. The evaluation process is structured in four phases, beginning with mandatory pass/fail criteria for technical and administrative compliance (Attachments L and M), followed by a technical assessment of the vendor’s ability to complete the work, apply appropriate methods, deliver innovative solutions, and demonstrate past performance, culminating in a cost evaluation based on a competitive scoring formula relative to the lowest bid. No specific contract type is identified, but the award rationale leans toward a trade-off approach rather than LPTA, with the State reserving the right to select the vendor in its best interest. The contract includes an initial term with an option for up to four additional 12-month renewals, and vendors must dedicate specific key and required personnel with 100% time commitments, subject to Agency approval for any substitution. All subcontracting activities require prior consent, and vendors must comply with Rhode Island’s IT Operating Standards, including emergency access protocols and security clearance controls. The solution must be fully operational within Rhode Island, with all data accessible to the Agency, and invoicing must be submitted monthly to the EOHHS Project Officer with supporting documentation, though no specific invoicing platform is designated. The contract imposes no physical packaging or marking requirements, as all deliverables are digital, but adherence to
