Rochester Town Garage HVAC Upgrades

The Town of Rochester is seeking a Prime or General Contractor for HVAC upgrades to the Town Garage Building located at 84 Peavine Dr., Rochester, Vermont. The project involves improving energy efficiency for the approximately 4,000 square foot facility through the installation of an appropriately sized energy recovery ventilator, necessary electrical upgrades, and the procurement of all required permits. Additionally, bidders must provide an add-alternate proposal for a more efficient heating system to supplement or replace existing propane unit heaters and waste oil burners. This work is funded via a SOV MERP Implementation Grant and must be completed by June 30, 2028, with construction expected to occur between Fall 2026 and Fall 2027. The contract will be awarded to the lowest responsible bidder based on the total contract price written in words on the required bid form. Submissions must be emailed to Harry Falconer by September 25, 2026, and must include a statement of technical understanding, key staff roles and rates, a list of similar projects with references, an insurance certificate, and Vermont Secretary of State registration documentation. The selected contractor must provide a one-year warranty from the date of completion and adhere to OSHA and VOSHA safety requirements. Payments will be processed monthly using EJCDC C-620 forms, provided that pay requests are submitted at least 10 calendar days prior to scheduled Selectboard meetings.
