The project involves the establishment of a permanent carbon sequestration plant at a 2.5-acre site located at 895 E. 3rd Street, Pittsburg, CA 94565, within the General Industrial (IG) zoning district, under Planning Application No. AP-24-0067 which seeks a Use Permit, Design Review, and height variance. The facility, proposed by San Francisco Bay Aggregate’s Global Innovation Center, will capture CO₂ emissions from the Los Medanos Energy Center and convert them into calcium carbonate and upcycled rock products using geomass feedstocks such as recycled concrete aggregate and steel slag. The system includes three core modules—Reformation, Gas Absorption Carbonate Precipitation, and support systems for emissions control and wastewater recycling—with an annual production target of 1,000 metric tonnes of captured CO₂ yielding 2,280 metric tonnes of calcium carbonate-based products and a commitment to 100% wastewater recycling with no discharge. Construction is anticipated to span 12 to 18 months, with work hours limited to 7:00 a.m. to 7:00 p.m., Monday through Friday, beginning no earlier than 2025, and operations will run on continuous eight-hour shifts. The City of Pittsburg serves as the lead agency and applicant, overseeing environmental compliance under the California Environmental Quality Act (CEQA), with key oversight from the Bay Area Air Quality Management District and the Department of Toxic Substances Control. Special requirements include strict soil management protocols, mandatory archaeological monitoring, immediate work stoppage upon discovery of cultural or human remains, and coordination with the Native American Heritage Commission and Most Likely Descendants. A Qualified Archaeologist and Cultural Resources Specialist must be on-site during all ground-disturbing activities, with all findings reported within 24 hours and artifacts properly curated per federal standards. Hazardous material handling requires pre-breach notifications to DTSC and the City, detailed Task-Specific Soil Management Plans, and post-excavation reporting. Biological monitoring is required for special-status species, and all construction is prohibited within New York Slough. While no formal federal contracting mechanisms are in place—no solicitation number, contract type, pricing, FAR clauses, or federal accounting identifiers are included—compliance with municipal codes, NPDES standards, and AB 52 tribal consultation mandates form the core contractual obligations.
