San Francisco Bay Aggregate’s Global Innovation Center

The San Francisco Bay Aggregate's Global Innovation Center project, managed by the City of Pittsburg, involves Planning Application No. AP-24-0067 for a Use Permit, Design Review, and height Variance. The objective is to establish a permanent carbon sequestration plant on a 2.5-acre site located at 895 E. 3rd Street, Pittsburg, CA 94565, within the General Industrial District. The project will convert an existing pilot concrete aggregate production facility into a continuous operation using proprietary Blue Planet process technology. This process combines carbon dioxide from local vendors with recycled concrete aggregate to produce upcycled rock aggregates that exceed ASTM C33 Standard Specifications. Construction is estimated to take 12 to 18 months, with a projected start date in 2025. Environmental assessments through an Initial Study and Mitigated Negative Declaration indicate less-than-significant impacts with mitigation for air quality. However, the Department of Toxic Substances Control has mandated detailed assessments regarding the integrity of the existing site cap and potential vapor intrusion risks from volatile organic compounds. Key compliance requirements include the retention of a qualified archaeologist on-call during ground-disturbing activities and adherence to strict discovery protocols for cultural resources and human remains. The facility will be constructed on an impervious surface and must include a comprehensive industrial fire safety plan and ADA-compliant site access.
