Sargent Industries Interim Remedial Action Plan

The Department of Toxic Substances Control is implementing an Interim Remedial Action Plan for the former Sargent Industries site located at 2501-2533 East 56th Street in Huntington Park, California. The project aims to remediate soil and soil vapor contaminated with metals and volatile organic compounds to minimize human health risks and protect groundwater, facilitating the site's redevelopment into a commercial and industrial warehouse. The scope of work includes the excavation and off-site disposal of contaminated soil, backfilling with clean soil, the installation and operation of a soil vapor extraction system, and the placement of a vapor intrusion mitigation system beneath the new building. Additionally, existing Land Use Covenants will be modified to encompass the entire project site. Under solicitation number 2025111099, the project has undergone environmental review pursuant to the California Environmental Quality Act. A Negative Declaration was prepared, and a Notice of Determination was issued on January 28, 2026, stating that the project would not have a significant environmental effect. The project adheres to the Los Angeles River Basin Water Quality Control Plan through the use of a Storm Water Pollution Prevention Plan and is conducted under the authority of the California Health and Safety Code. Project management is led by Manjul Bose of the DTSC, with supporting documentation including construction air quality and noise assessments.
