Sargent Industries Interim Remedial Action Plan

While the Department of Toxic Substances Control serves as the lead agency and point of contact through Project Manager Manjul Bose, the process is structured as a regulatory approval with no competitive bidding, no solicitation number beyond a state clearhouse ID, and no formal contract award criteria. Key deliverables are enforced through environmental compliance rather than contractual incentives, and documentation including a Notice of Exemption, CDFW No Effect Determination, and fee receipts support the regulatory review. Public input was sought during a December 2025 to January 2026 comment period, and submissions were accepted via the EnviroStor portal or through physical filings with the State Clearinghouse in Sacramento.
