SBCFCD Zone 4 Emergency Activities El Nino 2026-2027

The San Bernardino County Flood Control District is initiating the Zone 4 Emergency Activities project in anticipation of an exceptionally strong El Nino event forecast for the 2026-2027 fall and winter seasons. This project is designed to address documented histories of emergency flooding, erosion, levee breaches, bridge embankment scour, and sediment deposition within Zone 4. Authorized emergency activities include the removal of accumulated sediment and debris, the repair of eroded or washed out side slopes, levees, and access roads, and the restoration of appurtenant flood control structures to ensure public safety and protect private and public infrastructure. The scope of work covers multiple locations across Zone 4, including Sheep, Heath, Swarthout, and Flume Creeks, as well as Antelope Creek Wash. Additional performance sites include the Hesperia East Channel, Bandicoot Basin, Amethyst Basin, Mojave Drive Channel, El Evado Channel, and an unnamed drainage crossing beneath Beekley and Phelan Road. To facilitate these urgent repairs and mitigation efforts, the project has been granted a Notice of Exemption from the California Environmental Quality Act under sections 15269(b) and (c). The project is categorized under NAICS code 237990 and is managed by the San Bernardino County Department of Public Works.
