The U.S. Department of Transportation (DOT), Maritime Administration (MARAD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to perform the requirements listed herein. The Suisun Bay Reserve Fleet (SBRF), located in Benicia, California has a requirement for the replacement and installation of a Load Moment Indicator (LMI) system on an Appleton Marine crane installed aboard the self-propelled crane barge MARY ANN as outlined in the attached draft Statement of Work (SOW). The Government is seeking a turnkey solution for a vendor to provide the following services:
- Removal and disposal of the existing LMI system
- Procurement and installation of the new LMI system
- Operational testing and OSHA certification of the crane
The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811310, Other Heavy and Civil Engineering Construction, with a small business size standard of $12.5 million.

2. Tailored capability statements addressing the particulars of this effort with appropriate documentation supporting claims of organizational, equipment, and staff capability. Respondents shall ensure the following is addressed in capability statements:
- Experience as the prime contractor in performing repairs and modifications to telescoping boom marine cranes, including installation of replacement LMI systems. Provide a listing of up to three projects completed within the past three years. Include the following information:
- Project name
- Name and address of client organization
- Contract number and order number
- Contract type
- Total contract value
- Period of performance
- Description of work performed
- Points of contact including name, telephone number and email address
- If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
3. Preliminary price quotation to provide all the services listed in the draft Statement of Work (SOW) including a breakdown of the following:
- Labor and materials to remove and dispose of the existing LMI system
- Labor and materials to install the new LMI system
- Labor and materials to perform operational testing and complete certification of the crane after completion of the LMI system installation
4. Any changes or clarifications that your firm would recommend to the draft SOW to encourage responsive, clear, and relevant quotations in terms of technical and pricing.
