SCE Eldordo-Lugo-Mohave Project (ELM Project)

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS-SBR-58560-R6 with the Southern California Gas Company for the SCE Eldordo-Lugo-Mohave Project. This agreement authorizes the installation of alternating current mitigation systems along sections of pipelines L235 and L3000 across 248 locations in unnamed washes within the Mojave Desert, San Bernardino County. The scope of work involves placing 2/0 copper grounding cables within 10 feet of the pipelines to reduce corrosion, installing solid state decoupler devices to mitigate AC voltage, and utilizing coupon test stations to monitor AC interference. The project spans from post mile 45.53 to 104.90 on pipeline L235 and post mile 100.90 to 114.30 on pipeline L3000. The agreement is effective upon the signature of the California Department of Fish and Wildlife and is set to expire on June 17, 2030. Compliance is governed by Fish and Game Code sections 1602 and 1603, with strict requirements to protect fish and wildlife resources. Key mandates include the appointment of a Designated Biologist with the authority to stop non-compliant activities, the implementation of an on-site education program for all personnel, and the restriction of streambed work to periods of dry weather and no stream flow. The agreement prohibits the take of state or federally listed species and requires measures to prevent the spread of invasive species.
