Second Amendment to the Grant Agreement with the County of San Diego for Lead Hazard Investigations and Elimination Services

City Council approval of a Second Amendment to the Grant Agreement with the County of San Diego (County) to accept California Department of Public Health (CDPH) grant funds as a subgrantee of the County's Health and Human Services Agency, the agreement provides funding to the City of San Diego (City) for enforcement services to eliminate lead hazards and to assist other local enforcement programs In the County to develop lead enforcement programs: The grant agreement was first amended to accommodate a six (6) month extension at the request of the County for the period of July 1, 2024 to December 31, 2024, and Increased the total aggregate grant value to $886,947, This proposed second amendment will extend the current agreement for an additional 54-month period from January 1, 2025, to June 30, 2029, and increase the grant funding amount by $1,121,063 for a total aggregate grant value of $2,008,01 O for the life of the grant agreement. A key funding resource for the City's Lead Safety and Healthy Homes Program (LSHHP) has been the CDPH Childhood Lead Poisoning Prevention Branch 2 ''Tier 3" funding, The LSHHP received these funds directly from the CDPH or as a subgrantee of the County of San Diego, and this funding Is an essential resource for the LSHHP to enforce the City's Lead Hazard Prevention and Control Ordinance. These funds are allocated primarily to protect children from lead poisoning through code enforcement activities that may Include but are not limited to canvassing neighborhoods, responding to complaints, and responding to Inspection and enforcement requests related to elevated blood level cases. Primary activities associated with this grant are: 1. Perform enforcement to remove lead hazards when a child has been Identified with elevated blood lead levels; 2. Perform enforcement to remove lead hazards before a child has been Identified with elevated blood lead levels; and 3, Assist other local agency housing enforcement programs In the County to develop lead enforcement protocols and procedures by providing funds for lead training, lead certification, technical assistance, and reimbursement on eligible lead enforcement cases. The LSHHP currently performs these duties and responds to requests from the County to perform enforcement activities when a child Is Identified with an elevated blood lead level, this grant amendment will allow these activities to continue to be reimbursed, providing revenue from the grant to offset the City's General Fund expenditures.
