The Canada Council for the Arts (Canada Council) requires the services of a number of firms for the provision of in-class individual and group training services for English and French as a second official language in the National Capital Region at the Canada Council for the Arts’ location or virtually, as required. Services are required for Canada Council’s employees to acquire the skills needed to develop and to maintain their skills in their second language to meet the language requirements of their position. The Canada Council uses the English and French competency levels (reading comprehension, written expression, and oral expression) derived from the Public Service Commission of Canada: A (beginner); B (intermediate); C (advanced) and E (exempt). Contractors will have to administer second language placement tests to assess the second language oral expression and comprehension as well as written proficiency of the employees and provide related reports. The intent of this solicitation is to establish a list of prequalified suppliers, with standing offers, who can be assigned to deliver the required services as needed.
