June 9, 2008 The following question was received regarding this procurement: Which of the following alternatives is acceptable? 1. To utilize our resources to pick up funds at the TAC�s and deliver to branches of the banks listed within the time constraints, and to obtain same day credit. 2. To utilize our resources which operate on a route and to pick up funds at TAC�s and deliver to bank money centers at the end of day to the money centers with credit being assessed the next day. 3. Will either or both of these possibilities be acceptable? Answer: The secure transport of, and receiving credit for, our deposits within 24 hours after pick-up are of major importance to this procurement. This could be accomplished with number 1 or 2 above, or a combination of the two. We will evaluate the cost and effectiveness of the method chosen by the respondent in accordance with the evaluation factors as stated in the solicitation. The date for receipt of proposals has not been extended as a result of this amendment. All terms and conditions remain the same as stated in the original solicitation. To All Interested Offerors: It has come to our attention that there may have been some degree of confusion regarding the Government's requirements in satisfaction of Solicitation Number TIRNO-08-R-00017, Secure Courier Services. In order to be completely clear and to ensure a fair opportunity to all offerors, we are amending the solicitation in order to clarify the requirement. The confusion appears to have been due to varying interpretations of our intention for the time required between pick-up of funds at the Taxpayer Assistance Centers (TACs) and the subsequent delivery of funds to the TGA bank/vault facilities. Our requirement is to have the cash funds picked up from the TACs on a daily basis with funds deposited in the TGA vault facilities on the SAME CALENDAR DAY. In addition, please note that all proposed pricing shall reflect total pick-up and delivery pricing per site at the time of initial contract performance. PROPOSAL SPREADSHEET SHALL INDICATE TOTAL PRICE PER SITE INCLUSIVE OF FUEL CHARGES AT THE TIME OF INITIAL CONTRACT AWARD. Any subsequent proposed changes due to economic price adjustments (fuel price adjustments) shall be very clearly stated in terms of what is proposed and how it is to be determined and calculated. Offerors MUST indicate which TGA facility they will utilize for deposit of funds for each TAC site proposed, This shall be done using the pricing spreadsheet. Please review the amended solicitation for an updated listing of banks that serve as TGA vaults. This list is not intended as an all-inclusive list of TGA facilities. Offerors may utilize TGA facilities that are not on this list. Since the time that the original solicitation was issued, we have had 6 of the original 167 TACs change addresses. Those six are Lakeland, Melbourne and Panama City, FL, Gulfport, MS, White Plains, NY and Hampton, VA. These TACs are listed first on the attached spreadsheet. Also, both addresses are shown in red, the old address has the line drawn through it. Additionally, of the 10 priority TACs listed, Harlingen, TX was moved to McAllen, TX, as noted on its attached spreadsheet. The attached solicitation has been amended to make these clarifications. Please review the amended solicitation carefully and note all changes, which have been indicated in red for ease of identification. Please review your proposal to determine whether or not you wish to make revisions as a result of this clarification. All revised proposals must be received by Yelena Solovey Jackson no later than 3:00 p.m. Eastern Standard Time (EST) on September 10, 2008.
