SECURITY UPGRADES

The U.S. Embassy in Mexico City is seeking contractors to provide comprehensive security upgrades at its owned, leased, or managed residential properties, including the installation of forced entry grilles for windows and doors, along with associated labor and safety measures. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with a base year and two optional one-year periods, plus a six-month extension option, with a maximum total value of $349,000 across all options. Proposals must be submitted electronically by May 25, 2026, to MexicoCityGSOSolicitations@groups.state.gov, and all offerors must be registered in SAM.gov with an active Unique Entity ID and CAGE code, as mandated by FAR provisions. The contract requires compliance with U.S. standards including OSHA, NEC, IBC, and ANSI, as well as local Mexican regulations, with U.S. standards taking precedence in case of conflict. Technical acceptability is a threshold requirement, and awards will be made on a Lowest Priced Technically Acceptable basis. Performance entails four phased work cycles: preliminary work, preparation, installation, and final restoration, all governed by detailed drawings and safety plans. Contractors must adhere to strict security protocols, including escorted access by U.S. government personnel, mandatory badge usage, advance submission of personnel and vehicle lists, and the presence of an American on site if requested. All workers performing high-risk tasks must be certified, with documentation submitted to the Contracting Officer’s Representative, and safety requirements such as fall protection, hot work permits, and certified lifting equipment are mandatory. Invoices must be submitted electronically to mexfmccustomervoucher@state.gov, and contractors are responsible for securing all local permits, preventing liens, and ensuring subcontractor compliance. Attachments include safety plans, payment registration forms for both pesos and U.S. dollars, vendor portal registration, and certification of compliance with federal anti-discrimination laws, all to be included in the required two-volume proposal format. Inspection and acceptance occur on-site at the Embassy’s presa Angostura location, with final acceptance contingent upon resolution of all defects and successful completion of tests.
