Le présent appel d’offres a pour objet de retenir les services d’une entreprise qui offrira un service clé-en-main pour la gestion et l’impression de documents à exécution sur demande pour l’ensemble des installations du CISSS de l’Outaouais, en conformité avec les conditions énoncées aux présentes. Il y aura des mandats récurrents, ponctuels et de différentes envergures. L’adjudicataire doit pouvoir répondre avec diligence aux demandes du CISSS de l’Outaouais. Le CISSS de l’Outaouais désire que l’adjudicataire du contrat assume l’entière responsabilité de la coordination des demandes, de la production et de la gestion de certains documents requis pour ses activités. Le contrat sera valide pour une période de 24 mois avec possibilité de prolongation pour trois (3) périodes additionnelles d’une (1) année chacune à l’entière discrétion du CISSS de l’Outaouais. La dépense annuelle estimative des documents, formulaires et divers imprimés visés par l’appel d’offres représente un montant estimatif de 198 000 $ avant taxes pour les deux lots demandés. Le CISSS de l’Outaouais se réserve le droit de procéder à l’adjudication par lot, au plus bas soumissionnaire conforme. Pour déterminer le plus bas soumissionnaire conforme par lot, l’Organisme a préparé un bordereau de soumission avec les items les plus représentatifs, identifiés comme les items ayant une plus grande probabilité d’être commandés de façon récurrente. Tout soumissionnaire désirant soumissionner pour un ou plusieurs lots a l’obligation de fournir un prix pour chacun des items du ou des bordereaux de soumission pour le ou les lots pour lesquels la soumission sera déposée. À défaut de quoi, la soumission pourra être rejetée, à la discrétion du CISSS de l'Outaouais. À la demande du comité de document ou à la suggestion de l’adjudicataire, mais sous réserve de l’approbation du comité de document, l’adjudicataire devra entreposer une partie ou la totalité de la production du document pour livraison sur demande du CISSS de l’Outaouais. Les frais d’entreposage, de manutention, de livraison et tous autres frais connexes doivent être inclus dans le prix soumissionné. Le prestataire doit disposer d’un site d’entreposage suffisamment grand pour la conservation de l’inventaire de tous les produits. Actuellement, l’espace utilisée chez le fournisseur à contrat représente en moyenne 1300 pi2 (pied carré). Bien que les principaux sites de livraison sont l’Hôpital de Hull et celui de Gatineau, le nombre de points de service couvrant le territoire du CISSS de l’Outaouais est d’environ 70 sites, passant des secteurs de : Maniwaki, Papineau, Des Collines, ainsi que Pontiac. Ce nombre peut être appelé à réduire durant les prochaines années, afin de concentrer les livraisons à une dizaine de sites. Pour se qualifier aux fins de cet appel d’offres, le soumissionnaire doit posséder CINQ (5) ans d’expériences du domaine de l’imprimerie. La personne désignée comme responsable de la coordination des dossiers du CISSS de l’Outaouais doit posséder un minimum de CINQ (5) ans d’expériences en représentation, service technique et vente dans le domaine de l’imprimerie.
