SFFF Training

The Department of National Defence and Canadian Armed Forces are soliciting a structured, two-day training program to transition firefighter personnel from aqueous film-forming foam (AFFF) containing fluorinated compounds to synthetic fluorine-free foam (SFFF) products, specifically for use in hydrocarbon-based Class B fire scenarios. The training must be delivered in compliance with industry standards such as NFPA or equivalent, ensuring operational proficiency with SFFF equipment and tactics. The contract requires the provision of comprehensive pre-course materials including electronic safety programs, training manuals, safety data sheets, and job aids, followed by in-person instruction with paper copies of all materials, certificates of completion for attendees, and attendance records. Instructors must be NFPA-qualified with industrial or aviation firefighting experience, and their credentials must be submitted for approval prior to engagement. The training must be delivered in both English and French, with participants demonstrating intermediate-level proficiency in either language, and the Contractor must provide a facility equipped with both classroom and live-fire capabilities, fully compliant with environmental regulations and possessing all necessary permits for SFFF use. The contract spans from the date of award through September 30, 2027, with two optional extension periods: one year from August 1, 2027, to July 31, 2028, and an additional eight months from August 1, 2028, to March 31, 2029. The government may exercise these options with written notice at least 30 days prior to expiration. The initial firm period covers 120 attendees, with optional volumes of 135 and 20 attendees for the extension periods, respectively. Optional meal services are available for up to 275 attendees. Bidders are required to submit offers in three distinct volumes—Technical, Financial, and Administrative—with detailed proposals addressing mandatory technical criteria and evaluation factors under a 70 percent weight for technical merit and 30 percent for price. Offers must be submitted via email to the designated address by the deadline, include a valid Procurement Business Number, and be signed by an authorized representative. Compliance is enforced through strict pass/fail gates, and failure to meet mandatory criteria results in non-compliance. Invoicing must adhere to strict guidelines, requiring submission only after full delivery, supported by attendance records, and must include detailed expenditure breakdowns, tax registration details, and clear identification of partial or final delivery. Payment for undisputed invoices is due within 30 days
