Full Description

Oregon State University intends to contract for the provision of a Small-Angle X-Ray Scattering Instrument (SAXS) from Anton Paar as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services, and its ability to meet compatibility requirements of an existing line of equipment. Minimum specifications include: Capability to collect high-quality SAXS data across both low and high scattering angles (broad q-range,e q=0.02 - 2.5 1/Å scattering vector range), high signal to noise ratio suitable for publication-quality data, reliable performance for aqueous and organic solution samples, ability to resolve structural features such as size distribution, particle size (sub-nanometer to few dozens nanometer diameter), particle shape and aggregation, data quality comparable to or exceeding our current Anton Paar SAXS system, compatibility with established experimental workflows and data analysis methods. An entity may challenge this determination no later than the closing date indicated on the website. Challenges must be submitted to Scott Lommers by email a Scott.Lommers@oregonstate.edu.

Safer Seas Act Compliant Surveillance Systems for RCRVs
Solicitation # P2026-021815EB
Oregon State University is soliciting proposals for the configuration, installation, and ongoing service of three Safer Seas Act compliant surveillance systems for its Regional Class Research Vessels. Funded by the National Science Foundation, the project requires the contractor to conduct ship assessments, develop a system configuration plan addressing data encryption and audit logging, and deploy physically tamper-proof, IP-rated equipment suitable for long-term shipboard use. The installation must be coordinated with the vessel delivery schedule, which anticipates the first vessel in late Q1 2027, the second in Q3 2027, and the third in Q1 2028. The selection process is a multi-stage evaluation based on responsiveness and ranking, with points awarded for the lowest price and the use of 100 percent U.S. materials. Proposers must demonstrate experience in shipboard surveillance and multi-stakeholder project management, and they must certify compliance with the NDAA regarding prohibited telecommunications equipment from specific entities. Final acceptance is contingent upon functional testing, the correction of any identified deficiencies, and the delivery of as-built drawings and operation and maintenance manuals. The contract includes requirements for general liability insurance and adherence to federal civil rights and environmental standards.
