Software License Subscriptions Renewal and Support Services

The U.S. Embassy Bangkok, under the Department of State, is seeking quotations for the renewal of software license subscriptions and associated support services with activation required by August 31, 2026. The contract is firm-fixed price and will be awarded using the lowest price technically acceptable (LPTA) method, meaning the award will go to the lowest-priced offeror who meets all mandatory technical and compliance requirements. A critical, non-negotiable requirement is compliance with the Cybersecurity Supply Chain Risk Management (C-SCRM) standards, which mandate completion of the C-SCRM Questionnaire and submission of the State Department Secure Software Development Attestation Form; alternatively, offerors may provide third-party certifications such as ISO 27001, SOC II, or FEDRAMP in lieu of the questionnaire. Quotations must be submitted electronically as a single Adobe PDF file not exceeding 25MB; larger submissions must be split into multiple emails, each under 25MB, and all documents must be in English. Required attachments include the C-SCRM Questionnaire, the Software Development Attestation Form, proof of SAM registration, company registration documents such as Por Por 20, a client reference list covering the past five years, and any applicable third-party certifications. The place of performance is the U.S. Embassy in Bangkok, with services to be delivered and supported during local business hours Monday through Friday. The contract period is one year from activation, and failure to meet the performance standard of no more than one customer complaint per month may lead to contract enforcement actions. Invoicing is managed manually via submission to the embassy’s Financial Management Office using Electronic Funds Transfer. Special contract clauses include federal requirements for whistleblower rights, prohibitions on forced labor and human trafficking, cybersecurity protections, and Department of State-specific provisions regarding contractor identification, record access, and supply chain risk management. The solicitation closes for questions on July 30, 2026, and quotations are due by August 11, 2026, with no late submissions accepted.
