SLAC National Accelerator Laboratory, operated by Stanford University under the Department of Energy, is soliciting fixed-price quotes for a Soft X-ray Electron Free Laser Focusing Mirror. This procurement, though managed by SLAC as a DOE contractor and not a direct federal acquisition, incorporates compliance with applicable federal laws and regulations affecting the DOE-approved purchasing system. The mirror must meet stringent technical specifications including tangential and sagittal slope errors less than 0.5 and 3 μrad RMS respectively, residual height error under 3 nm RMS, and surface roughness below 1 nm RMS over a 1×1 mm² field and 0.3 nm RMS over a 0.1×0.1 mm² field. The substrate is silicon (Si(100)) coated with gold (50 ± 10 nm) on a chromium binder layer (5–10 nm). The design and fabrication must reflect a proven track record producing high-quality Wolter mirrors with nano-focusing capabilities in the 100–500 nm range, and the product must be deliverable within a 27-week lead time. Quotations are requested for product only, excluding on-site services, and the award will be based on lowest price technically acceptable considering both price and lead time, with no trade-offs beyond technical compliance. The resulting purchase order will incorporate SLAC’s Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev. August 2023), and payment terms are net 30 days. Domestic shipments will be FOB Destination Prepaid and Add, while foreign suppliers must ship CIP to SLAC, Menlo Park, Duty Unpaid. Suppliers must be registered in SAM.gov, complete required representations and certifications (including Buy American Act certification for awards exceeding $15,000 per unit), and submit Harmonized Tariff Schedule (HTS) codes if applicable. Inspection and acceptance will occur at delivery, with the contractor responsible for an acceptable inspection system, correction of defects, and compliance with quality standards, including prevention of counterfeit parts. The contract incorporates numerous regulatory clauses addressing labor rights, small business utilization, export controls, whistleblower protections, and prohibitions on certain foreign telecommunications equipment, ensuring comprehensive compliance with federal requirements despite the subcontract’s commercial nature. Proposals are due by June 3, 2026, and should be submitted electronically to the designated SLAC contact.
