Commander, Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD, hereby gives notice of intent to award a purchase order in the amount of $180,000 to Froude Hoffman Inc., (Cage Code: 6Z252), on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The purchase order is expected to include a 16-week period of performance.


FRC East has a requirement for condition assessment and repair/overhaul of the Froude F359-GT dynamometer (henceforth referred to as “dynamometer”) used in the T400 Engine Test Cell. Froude Hoffman Inc., (Cage Code: 6Z252) is the OEM for the dynamometer and its proprietary data. Froude Hoffman Inc, based in Michigan, is the only known source for the required full overhaul of the dynamometer.


THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be reviewed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
