A one-year rental of a 450-ton air-cooled chiller is being procured on a sole-source basis from Georgia Power Company to ensure uninterrupted chilled water supply to Building 20128 at Robins Air Force Base in Warner Robins, Georgia. The chiller was originally installed in 2022 following the failure of the base’s central plant, which disrupted cooling to critical administrative and industrial facilities, including those essential for aircraft depot maintenance. Repair of the central plant has been delayed, and the cost of downtime without adequate chilled water is estimated to be substantial, threatening production capabilities and operational readiness. This rental contract serves as an interim measure to bridge the transition between the expiring US Army Corps of Engineers Huntsville Energy Division contract and the incoming Defense Logistics Agency Energy contract, which has not yet been established. Georgia Power Company is the only viable provider due to the chiller’s existing integration into the facility’s infrastructure and its specialized operational and maintenance capabilities. The contract is administered as a modification to the Loop 3 UESC project and is issued under FAR 12.102(a) as a firm-fixed-price sole-source acquisition, with no competitive bidding or evaluation factors applied. Contract administration is in the process of being transferred from USACE to DLAE, and while key administrative details such as payment office information, point of contact for the contracting officer, and specific pricing are not yet fully defined in the available documentation, the rental will remain in place from the end of the current USACE contract through the start of the DLAE contract. No formal packaging, inspection criteria, or standard contract clauses are specified beyond the sole-source justification, and the procurement relies on operational necessity rather than detailed technical specifications. The place of performance is confirmed as Building 20128, and the CAGE code for Georgia Power Company is 1KY73, with the solicitation number FA857126P0069 and a posted date of June 30, 2026.

The required 450-ton chiller rental service is already provided by Georgia Power Company. In
2022, Georgia Power Company provided the existing 450-ton chiller in which they delivered and
set up at building 20128. The existing chiller was purchased because the base central plant,
, failed in 2022. provides chilled water to most of the administrative and industrial
facilities. The cost of the repair at was originally estimated at $ and is not expected to
be completed until . While determining a solution, B20128 indicated that they had
production that was down due to the lack of sufficient chilled water that was going to cost about
per year and impact  production in as well. Therefore, the
current contract was awarded as a modification to the Loop 3 UESC project by US Army Corps
of Engineers (USACE) Huntsville Energy Division. WR-ALC and AFCEC have decided to
transfer contract administration of the UESC from US Army Corps of Engineers (USACE)
Huntsville Energy Division to Defense Logistics Agency Energy (DLAE). DLAE does not yet
have a contract in place that could be modified to keep the rental chiller through the transition
from Huntsville Energy Division to DLAE. This one-year rental service will ensure B20128 has
sufficient chilled water during the time of the USACE contract ending, , and DLAE
starting their contract, which is expected to be placed in the .
