Grade D Breathing Air Compressor and Regenerative Air Dryer Rental

The Norfolk Naval Shipyard is seeking to award a Firm Fixed Price Single Award Contract for the rental of one 800 cubic feet per minute Grade D Air Compressor and one 930 cubic feet per minute minimum Regenerative Air Dryer Unit under a Total Small Business Set-Aside authorized under FAR 19.5. The procurement falls under NAICS Code 532490 with a small business size standard of 1,400 employees and is classified under Product Service Code W043. The contract will be conducted entirely through electronic solicitation posted on SAM.gov, and all interested small businesses must be registered in the System for Award Management to be eligible. The rental period is set for an initial base term from July 13, 2026, through October 30, 2026, with an option to extend for up to six additional months in one-month increments, subject to need and prorated charges. Equipment must be delivered and picked up at Naval Operating Base Norfolk, Virginia, with the exact location coordinated by the designated point of contact. The air compressor must be a fixed-speed, electrically powered unit suitable for 460-volt operation, and the dryer unit must comply with applicable ASME Boiler and Pressure Vessel Code standards and OSHA requirements including 29 CFR 1915.89 and NAVSEA’s OSHECM Chapter 250 for hazardous energy control. All equipment must be preserved and packaged per the manufacturer's commercial practice, marked with gross weight and lifting points in accordance with specified formatting standards, and shipped in compliance with Uniform Freight Classification Rules. Relief valves must have intact wire seals and clearly labeled tags indicating set point, testing activity, and test date, while pressure gauges must be calibrated to manufacturer standards with non-expiring labels during performance. Power cable end fittings must be lugged and color-coded per Appendix A’s interface requirements, and all contractors must notify government technical points of contact prior to commencing work and report any deviations.
