The requirement is set-aside exclusively for small business concerns under the NAICS code 532490 and is not subject to DPAS prioritization. The contractor must provide preventative maintenance every 300 hours of operation, all refueling services, and full compliance with the Statement of Work, with no brand name restrictions. Quotes must be submitted electronically by 10:00 AM PST on September 29, 2026, and must include a complete technical approach, three relevant and recent past performance references, and a firm-fixed price breakdown. Past performance will be considered favorable if the vendor has performed similar work within the past two years, and unknown past performance is deemed acceptable. Only firm-fixed price quotes are accepted, and partial bids are not permitted. Quotes must be clear, specific, and avoid vague or boilerplate language, including unsubstantiated claims about “standard practices.” The Government may verify submitted information through reference checks or internal data. Award will be made to the lowest priced technically acceptable offer, and payment will be processed through Wide Area WorkFlow. All submissions must be emailed to Michelle Muniz and must include the quoting entity’s Cage Code, DUNS, and Tax ID number, with a 30-day quote validity period from the solicitation closing.
