Isolation Transformers

The Portsmouth Naval Shipyard is conducting market research under solicitation number N3904026PSE3133 to identify capable vendors who can provide the rental or lease of twelve isolation transformers with specific electrical ratings: 400 KVA at 400 AMP, 800 KVA at 800 AMP, and 1250 KVA at 1200 AMP, all rated for 460VAC 3-phase ungrounded input with grounded output. These units must operate reliably across a 440 to 480 VAC voltage range at 60Hz, be delivered fully assembled, fully charged or fueled, and in first-class operating condition. Vendors responding to this sources sought notice must demonstrate technical compliance through detailed descriptive literature including brochures, assembly and tooling sketches, performance statements, and the use of three prescribed SOW Compliance Checklists (Tables E1, E2, E3) for each transformer type. The contractor must coordinate all deliveries in advance with the Contracting Officer’s Representative and Shipyard Point of Contact, provide electronic and hard-copy technical documentation—including operations and maintenance manuals, lifting certifications, equipment data sheets, and emergency repair contacts—and ensure nameplate ratings are verified upon delivery with insulation resistance readings exceeding 10 megohms on both primary and secondary sides. Final acceptance is solely determined by the authorized government representative, Code 420 COR, and unloading equipment does not constitute acceptance.
