AI Contract Overview

The contract involves a sole source procurement for the provision of support services and commercial supplies related to the Global Digital Asset Management System (GDAMS). This includes Email Automation, the DVIDS Connector, the .Net and ASP Connector, as well as Telestream Vantage and Aspera FASPEX for a one-year period. These tools and services are essential for the Chief of Information (CHINFO) to fulfill its mission objectives related to the ingestion, curation, archiving, and distribution of visual information as part of the U.S. Navy's public affairs mission. The contract will be awarded to Global Technologies Group, Inc. (GTGI), the original designer and integrator of GDAMS, as the system requires specialized knowledge and maintenance exclusive to GTGI to avoid compromising operational readiness or incurring additional unfamiliarity costs. The Government is seeking to negotiate exclusively with GTGI under the authority of FAR 13.106-1(b)(1), and while this notice invites interested parties to express their interest, it is not a competitive solicitation. Responses must be submitted within seven days after the notice publication date and no later than 1500 EST on August 3, 2017. This limited-source approach is justified because the system is highly specialized with its bespoke technical integration, and involvement by other sources could jeopardize the system’s maintenance and support contracts already in place. The applicable NAICS code for this contract is 423410. Interested parties are directed to submit their responses via email to the designated contact.

Full Description

The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within seven days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is to provide Global Digital Asset Management System (GDAMS) Email Automation, GDAMS DVIDS Connector and GDAMS .Net and ASP Connector, Telestream Vantage and Aspera FASPEX for a one year period of performance. This will allow CHINFO to accomplish its mission objectives for visual information ingest, curation, archiving, and distribution as part of the U.S. Navy public affairs mission. The selected contractor, Global Technologies Group, Inc. (GTGI), designed, engineered, authored, and technically integrated GDAMS for CHINFO. This system has been tailored to meet the day to day mission requirements of a unique workflow within the Office of Information. Updates to or maintenance of the system by any other source could potentially compromise its operational readiness, would require familiarization time or consultation with GTGI at additional expense, and void our current maintenance, support and software assurance contract. Such a situation is therefore unacceptable, making GTGI the only available source for the required goods and services. See attached Sole Source Justification for more information. The applicable North American Industry Classification Systems (NAICS) Code is 423410. All responses may be emailed to Joseph Haviland at contact@example.gov and reference number N6676017RCCE021 no later than 1500 EST on 3 August 2017.
