The U.S. Embassy Jakarta, through its Procurement and Contracting Unit, is soliciting offers for comprehensive make-ready, maintenance, and repair services at Taman Surapati 3 in Menteng, Jakarta Pusat, under solicitation number 191D3226R0021. The scope of work includes exterior and interior painting, crack and corrosion repair, replacement of chicken wire, acid cleaning, pressure washing, gutter and storm drain cleaning, paving restoration, and plaster and woodwork repair—all to be completed within 35 days of award. Work must comply with U.S. Army Corps of Engineers EM 385-1-1 safety standards, OSHA regulations where applicable, and Indonesian local laws. A five-year warranty against peeling, mildew, and discoloration is required for all painting, and all work must be documented with “as-built” records. Evaluation and award will follow a Lowest Priced, Technically Acceptable (LPTA) methodology, where offers must be technically sound, responsive, and submitted by the deadline of May 21, 2026, without extensions. Proposals must be submitted electronically in Microsoft Word, Excel, or PDF format, with each file under 30MB, to JakartaPCUBidding@state.gov, and must include completed SF-1442, pricing in Section A, Section L representations and certifications, and proof of active SAM registration prior to submission. Failure to register in SAM will render an offer non-responsible. The contract requires strict adherence to site-specific security protocols, including submission of detailed personnel documentation for each worker and supervisor—such as KTP, police clearance, family card, residency certification, two recent photographs, marriage and educational certificates, and contact details for neighbors and family members—within ten days of award. All personnel are subject to a 14-day security screening to obtain a site access badge, which may be revoked for falsified information or misconduct. An English-speaking supervisor must be present on-site at all times during performance. Invoicing must itemize Value Added Tax (VAT) separately and be routed to the Financial Management Office at Jl. Medan Merdeka Selatan 5, Jakarta. No contract value is specified due to placeholder pricing entries, but CLIN 0001 covers the full scope of work with CLIN 0001A as a separate VAT line.
