***NOAA'S ACQUISITION & GRANTS OFFICE, EASTERN ACQUISITION DIVISION-NORFOLK, OFFICE OF MARINE AND AVIATION OPERATIONS (OMAO) AIRCRAFT OPERATIONS CENTER (AOC), NEGOTIATED, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF RFO FAR 12.102(A), WITH LYME TECHNOLOGY SOLUTIONS OUT OF LEBANON, NH FOR RENEWAL OF SOLIDWORKS LICENSES THAT ARE ON THEIR GSA CONTRACT.

***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT AOC REQUIRES THE ABILITY TO DESIGN AIRCRAFT MODIFICATIONS FOR ITS FLEET OF AIRCRAFT TO MEET AGENCY MISSION REQUIREMENTS. THE INDUSTRY STANDARD FOR DESIGNING MODIFICATIONS IS COMPUTER AIDED DRAFTING (CAD). OMAO HAS MULTIPLE CUSTOMERS THAT DELIVER CAD FILES IN THE SOLIDWORKS FORMAT AND OUR WORKFORCE IS EXTENSIVELY TRAINED IN SOLIDWORKS MODELING. AOC REQUIRES SOLIDWORKS 3D CAD AND SIMULATION MODELING SOFTWARE. THIS SOFTWARE REQUIRES YEARLY RENEWAL FOR CONTINUED SUPPORT AND COMPATIBILITY. SOLIDWORKS BRAND NAME IS A DIRECT USE OF EXISTING CAD DELIVERED FOR AIRCRAFT TO NOAA. SOLIDWORKS IS ESSENTIAL TO THE REQUIREMENT AND MARKET RESEARCH INDICATES SIMILAR PRODUCTS DO NOT MEET OR CANNOT BE MODIFIED TO MEET AGENCY NEEDS. WHILE OTHER CAD SOFTWARE EXISTS IN THE MARKET, THE COST AND TIME TO CONVERT TO NEW SOFTWARE WOULD CREATE UNDUE BURDEN ON THE AGENCY.

LYME TECHNOLOGY SOLUTIONS IS THE SOLE GSA CONTRACT HOLDER WITH SOLIDWORKS LICENSES ON THEIR GSA CONTRACT. NO OTHER VENDORS WERE FOUND ON GSA WHEN SEARCHING SOLIDWORKS.
