ORIGINAL SOLICITATION - The Naval Air Systems Command (NAVAIR), through Program Manager Adversary and Specialized Aircraft (PMA-226), is procuring Contractor-Owned, Contractor-Operated (COCO) aviation services to fulfill an enduring operational requirement from the Program Manager for Air Anti-Submarine Warfare Systems (PMA-264). The SLAT acquisition supports PMA-264?s mission to ensure the operational effectiveness of sonobuoy systems. This acquisition is necessary to establish operational readiness for SLAT operations, including capability stand-up, flight services, and technical data delivery. The requirement for SLAT operations arises from the need to validate the performance and reliability of sonobuoy systems in operational environments. The acquisition includes the procurement of a sonobuoy launch system, aircraft modifications, personnel training, and the execution of flight operations to support testing. The effort also includes the delivery of technical and administrative data to support program management and oversight. This acquisition is conducted in accordance with FAR Part 15, DFARS 215.3, and the DoD Source Selection Procedures (20 August 2022). It adheres to NAVAIRINST 4200.39D and PMA-264 program-specific requirements.
