REQUEST FOR INFORMATION (RFI)
Department of State Erbil, IRAQ
This RFI is for planning purposes only and does not constitute a Request for Proposal (RFP). Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice. The Government is conducting market research to identify interested and capable vendors for the supply and delivery of Mid-grade Gasoline (MUM) and Diesel (SFD) fuel at the Department of State in Erbil, Iraq. The information gathered will be used by the Government to determine the appropriate acquisition if a solicitation is issued. The Government anticipates awarding a one (1) year contract with a one (1) year option for this future requirement. The estimated fuel requirements are as follows:

Requested Information for Capability Statement:
Interested vendors shall submit a Capability Statement addressing the following questions:
o Describe your company’s ability to provide the required fuel at the specified location (Department of State, Erbil).
o Is your company currently fully registered and approved in SAM and in the Joint Contingency Contracting System (JCCS)? This requirement must be met by NLT RFP deadline.
o Provide your JCCS ID and Provide Your Cage Code
o Identify your proposed source(s) of supply for MUM and SFD
o Indicate whether the fuel is locally sourced or imported.
o Is your company capable of obtaining the required fuel through the Oil Production & Distribution Center (OPDC)?
o Does your company understand the LMC/OPDC/PMNOC process?
o Describe your company’s transportation and delivery capability.
o Describe available storage capacity that could support the requirement.
o What challenges (logistical, regulatory, security-related) might affect delivery or sustainment?
Critical Sourcing Constraint:
• Please be advised that Iranian &/or Russian-origin fuel or Russian sources are prohibited for this requirement.
• Any proposed supply chain must guarantee compliance with this restriction.
• All provided fuel must comply with DLA specifications and standards.
