AI Contract Overview
The 673d Contracting Squadron at Joint Base Elmendorf-Richardson, Alaska, is conducting market research under FAR Part 10 to identify qualified sources capable of providing comprehensive mortuary services through a potential Blanket Purchase Agreement. This effort is not a solicitation, and no contractual commitment or funding is available at this time; responses are requested solely to assess industry capability, small business participation, and potential for competition. The required services encompass 24/7 recovery, transportation, preparation, embalming, casketing, and disposition of remains within the JBER area of responsibility, extending to Eareckson Air Station and throughout northern Alaska. Contractors must comply with strict military and health standards, including proper embalming techniques using approved chemicals, preservation at 38–40°F for unidentified remains, and use of government-furnished caskets, urns, and shipping containers that meet detailed specifications for materials, capacity, and construction. All remains must be handled with precision, documented via DD Form 2063, and certified by licensed embalmers, with inspections occurring at both origin and destination to ensure 100% compliance with performance thresholds. The North American Industry Classification System code for this requirement is 812210, corresponding to a size standard of $16.5 million in annual receipts. Respondents must provide their company name, address, Unique Entity Identifier, CAGE code, small business status, and a capabilities statement demonstrating their ability to meet the Performance Work Statement requirements. The government seeks input on the availability of small businesses, including HUBZone, SDVOSB, and WOSB entities, to determine if a set-aside is appropriate. While no formal contract clauses, evaluation factors, pricing data, or special requirements such as security clearances or key personnel designations are specified in this market research notice, the eventual contract—should one be awarded—will likely follow a Lowest Price Technically Acceptable approach given the emphasis on binary compliance standards and mandatory inspection criteria. Responses are due by May 6, 2026, and should be directed to the listed point of contact, Daniel Englerth, though submission does not imply a procurement is imminent or guaranteed.
