1. PURPOSE
The Indian Health Service (IHS), Albuquerque Area Office, is conducting market research to identify qualified Indian Small Business Economic Enterprises (ISBEEs) capable of providing comprehensive recruitment video production services for the Jicarilla Service Unit (JSU).
This Sources Sought is issued solely for informational and planning purposes. It does not constitute a solicitation, commitment, or guarantee of future contract award.



2. CASCADING SET ASIDE STRUCTURE (MARKET RESEARCH)
IHS is utilizing a Cascading Set-Aside approach in accordance with IHS acquisition policies and applicable FAR guidance. Market research is being conducted in the following order of precedence:
1. Indian Small Business Economic Enterprises (ISBEEs)
2. Indian Economic Enterprises (IEEs)
3. Small Business (SB) concerns
4. Other-than-small businesses (only if fewer than two qualified small businesses are identified)


If two or more responsible ISBEE firms capable of performing the requirement respond, IHS intends to set aside the future solicitation exclusively for ISBEE participation.



3. PROJECT OVERVIEW
IHS intends to procure commercial video production services for development of:
• One (1) fully produced 3–5 minute recruitment video
• One (1) 30–60 second social-media optimized cut
• Final master files, web optimized files, and all production working files
• All services performed in accordance with commercial industry standards and the attached draft Statement of Work (SOW)


This requirement will be solicited as a Firm Fixed Price (FFP) commercial item acquisition under FAR Part 12.


Estimated Period of Performance: 10 calendar days from the date of award.



4. SCOPE OF SERVICES
Respondents must demonstrate the ability to provide all labor, materials, travel, planning, filming, editing, 508 compliant captioning, graphics, music licensing, and final delivery needed to produce professional video content that includes:
• Pre production planning, scripting, storyboarding
• Onsite filming at JSU and surrounding community locations
• Interview recordings, b roll capture, audio production
• Professional-grade video quality (minimum 1080p)
• Optional FAA compliant drone operations
• Full post production editing and revisions
• Section 508 compliant deliverables (captioning, accessibility)


All footage and media will become Government property.



5. REQUIRED CAPABILITIES
Interested firms must demonstrate capability in the following areas:
• Commercial video production experience (preferably healthcare or government)
• Ability to complete full project within a 10 day performance window
• Experience with 508 compliance, privacy controls, and HIPAA considerations
• In house capability to produce all deliverables
• Ability to film in clinical and/or Tribal community environments
• Personnel/equipment to capture professional grade interviews and b roll
