AI Contract Overview
The Indian Health Service, Albuquerque Area Office, is conducting market research to identify qualified Indian Small Business Economic Enterprises (ISBEEs) capable of delivering comprehensive recruitment video production services for the Jicarilla Service Unit. This effort is part of a cascading set-aside approach prioritizing ISBEEs, followed by Indian Economic Enterprises, small businesses, and other-than-small businesses only if insufficient qualified small firms respond. The requirement is for a fully produced 3- to 5-minute recruitment video and a 30- to 60-second social media-optimized cut, along with all master, web-optimized, and production working files. The contract will be awarded as a Firm Fixed Price commercial item under FAR Part 12, with a performance period of just 10 calendar days following award. Work must include pre-production planning, scripting, storyboarding, on-site filming at JSU and surrounding Tribal communities, professional-grade audio and video capture (minimum 1080p), optional FAA-compliant drone operations, full post-production editing, and Section 508-compliant captioning and accessibility features. All footage and media generated will become Government property. Interested firms must submit a capability statement not exceeding eight pages, demonstrating their status as an ISBEE with proper certification under the Buy Indian Act, along with evidence of commercial video production experience—preferably in healthcare or government settings. Respondents must prove in-house capacity to deliver all elements of the project within the tight 10-day timeline, including experience working in clinical and Tribal environments, and meeting strict privacy and HIPAA considerations. Technical capabilities must include professional equipment for interviews and b-roll, as well as a documented process for 508 compliance with captioning tools and accessibility standards. Only businesses registered in SAM and certified as ISBEEs using the official IHS representation form will be considered. Responses are due by July 13, 2026, and must be sent via email to the designated contract specialist with a specific subject line format. This notice serves purely as market research and does not obligate the government to award a contract; the outcome will determine whether the eventual solicitation will be set aside exclusively for ISBEEs or moved to another procurement strategy based on responsiveness and capability.
