Solicitation # FA301626Q0138
Solicitation FA301626Q0138 is a request for a firm-fixed-price Blanket Purchase Agreement (BPA) to provide commercial lodging services for the 433rd Airlift Wing at Joint Base San Antonio (JBSA) Lackland. This acquisition is a total set-aside for small business concerns under NAICS code 721110, with a master limit of 1,269,000 dollars over a five-year period of performance. Second, offerors must pass four mandatory gates: FEMA listing, a 15-mile driving radius from JBSA-Lackland or Fort Sam Houston, JTR per diem rate compliance, and a successful physical site inspection. Third, eligible quotes are scored on proximity to the installation, room block guarantees, and amenities such as in-room kitchenettes and complimentary hot breakfast. Payment is handled via Government Purchase Card for calls under 25,000 dollars and through the Wide Area Workflow (WAWF) module for calls exceeding that amount, with consolidated monthly invoices due by the 10th of each month. Submissions must be divided into two distinct volumes: a price submission and a technical submission. Any pricing information included in the technical volume will result in the quote being deemed non-responsive.

The U.S. Army West Point is seeking information from small businesses regarding the potential procurement of services for the Field Force Forum 2026, a four-day event designed to host Field Force Members from across the country for a fully funded visit to the United States Military Academy. The requirement is intended for a small business set-aside under the SBA Total Small Business Set-Aside category, contingent upon at least two qualified small businesses responding with sufficient information to support the set-aside. The primary NAICS code associated with this effort is 721110 for hotels, reflecting the anticipated need for lodging, transportation, dining, and event management services. The event includes arrival and departure logistics from Newark Airport, multi-day lodging at the Thayer Hotel, full-day briefings, a catered lunch, a tailgate dinner with officer representation, and charter bus transportation—all to be coordinated over the course of four days with heavy reliance on West Point facilities. Respondents must provide detailed information on their company structure, small business status, relevant experience on similar government or commercial events, ability to deliver the full scope of services, and pricing details with supporting market data. They are also asked to indicate whether they intend to compete as a prime contractor or through subcontracting arrangements, and to evaluate how the requirement could be structured to maximize small business participation. Additionally, the government seeks input on whether the requirement is commercially available, whether any current specifications unreasonably restrict competition, and recommendations to improve the approach or draft performance work statement. This notice is strictly for planning purposes and does not constitute a solicitation, nor will the government accept proposals, quotes, or pay for response-related costs. Any potential solicitation will be posted on SAM.gov, and interested parties must monitor that site for future opportunities. Failure to respond does not disqualify a business from future competitions, and all submissions become government property without return.
