Southeast Regional Maintenance Center (SERMC) - Combat Systems Services

The Southeast Regional Maintenance Center (SERMC) is seeking contractor support through a negotiated solicitation for comprehensive technical and administrative services to sustain the Engineering Department’s operations, primarily focused on combat systems support for U.S. Navy ships and clerical administration for approximately 900 military and civilian personnel. The work encompasses troubleshooting, analyzing, inspecting, testing, and certifying combat systems and associated equipment—including power supplies, sensors, trainers, software, and handling systems—in accordance with the Joint Fleet Maintenance Manual and U.S. Fleet Forces requirements. Technical services require personnel to operate aboard Navy ships and at CONUS and OCONUS facilities, with potential deployment to combat zones during national emergencies. Administrative support is delivered at Naval Station Mayport, Florida, and includes participation in and documentation of scheduled and unscheduled meetings, conferences, and briefings. Performance is structured under a firm-fixed-price task order with a base year running from August 16, 2026, to August 15, 2027, and five option years extending through February 15, 2032, with pricing submitted via a designated web form and Attachment 4, covering base year services, estimated overtime hours, option year travel, and unpriced CDRL deliverables for each option year. Contractors must possess a SECRET-level facility clearance and ensure all personnel hold active SECRET (Tier 3) security clearances with U.S. citizenship, as mandated by SECNAVINST 5510.30C and DoD security protocols. Personnel must comply with physical security regulations, OPNAV directives, and local policies covering safety, environmental protection, and firearms possession. All contractors are subject to Far 52.203-13, 52.203-17, and DFARS 252.225-7040 clauses regarding ethical conduct, whistleblower protection, antiterrorism, and force protection, along with requirements for employment eligibility verification, trafficking in persons prevention, and personal identity verification. Proposal evaluation prioritizes technical capability and past performance—each weighted equally and significantly more heavily than price—with no trade-offs permitted and award likely made without discussions. Offers must be submitted in three volumes: a price proposal with completed web form and Attachment 4 proving wage compliance, a technical proposal demonstrating corporate experience and personnel qualifications, and a past performance volume showing relevant Navy engineering support since January 1, 2022.
