AI Contract Overview
The Department of Commerce's NOAA Marine Operations Center intends to award a sole source contract for security services at the Mississippi State Port Authority in Gulfport. Specifically, Swetman Security Service, Inc. is the only authorized vendor for opening and securing the port facilities, including all entry gates—West, East, and North. The security services are critical as NOAA vessels berth closest to the East gate, and the contract requires extending security coverage at the East gate from current daytime hours to 24-hour service while vessels are in port. This sole source determination is based on the unique position of Swetman Security as the exclusive provider permitted by the Port Authority, with no other companies authorized to staff the gates. Interested firms may submit detailed Capability Statements within five days of the notice publication to demonstrate their ability to meet the Government's needs, although the contract is intended to be awarded without competition under applicable statutes that allow sole source procurement when only one responsible source exists. Responses must be submitted electronically by April 24, 2026, and will be evaluated solely to determine if a competitive procurement is warranted. The point of contact for submissions and inquiries is Christopher Baker at NOAA. Payments under this contract fall under NAICS code 561612 for security services, and the overall procurement is managed through the NOAA office located in Kansas City, Missouri.
