AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole source contract under authority of 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1) to Swetman Security Service, Inc. for extended security services at the Port of Gulfport, Mississippi, specifically to provide 24/7 security coverage at the East Gate of the Mississippi State Port Authority’s facility where NOAA’s Roger F. Wicker Center is located. This procurement is justified on the basis that Swetman Security is the exclusive provider of gate and rover security services for the entire port, with no other vendors permitted to man the entrance gates, thus making them the only responsible source capable of meeting the agency’s operational requirements. The scope of work involves extending East Gate security hours from the current 6:00 AM to 6:00 PM Monday through Friday to full 24-hour coverage whenever NOAA vessels are in port, ensuring uninterrupted access and security for federal operations. This contract is not being opened to competition, and while responsible sources may submit capability statements by May 16, 2026, 2200 EDT, such submissions will only be considered to determine whether a competitive procurement should be conducted, with the final decision resting solely with the Government. Correspondence must reference the announcement number 1333MK26Q0059 and be sent electronically to christopher.baker@noaa.gov; oral communications are not acceptable. The contract type is firm-fixed-price, and all invoices must be submitted exclusively through the U.S. Treasury’s Invoice Processing Platform (IPP), with EFT banking information required for payment processing. The contract incorporates clauses mandating indemnification for patent or copyright infringement, compliance with the Prompt Payment Act, non-personal services status, and adherence to contractor communication protocols using official letterhead and contract identification. Contractors must maintain current representations in SAM.gov, including their Unique Entity Identifier and CAGE Code, and comply with size standards under NAICS code 561612. The place of performance is the Mississippi State Port Authority in Gulfport, MS, with delivery and acceptance occurring at the NOAA facility, and the Government assumes risk of loss upon delivery. No specific pricing, quantity, or contract value information is available, and no formal packaging, marking, or inspection standards beyond conformity to contract requirements are detailed, though inspection and final acceptance remain the responsibility of the Government.
