Specifications for Health Care / Benefits Consulting Services

Pittsburgh Public Schools is seeking a qualified consultant to provide comprehensive health care and benefits consulting services for over 4,000 employees. The contract covers a three-year period from January 1, 2027, through December 31, 2029. The selected vendor will be responsible for developing a three-year comprehensive strategy encompassing medical, prescription drug, dental, vision, behavioral health, and various voluntary benefits. Key deliverables include benchmarking, utilization and claims analysis, annual plan design recommendations, PBM management, and the development of employee communication materials. Proposals are due by October 14, 2026, and will be evaluated based on the ability to meet the district's needs, experience and qualifications, and pricing strategy. The district may request oral presentations from competitive finalists. Vendors must provide detailed disclosures regarding their fee structures, any financial interests in insurance organizations, and any compensation received from UPMC or Highmark. The award will be granted to the proposer deemed most advantageous to the school district.
