Springerville Refrigerated Unit Power Apache-Sitgreaves National Forest

This contract solicits commercial services for the installation of electrical power to a 40-foot Thermo King Magnum Plus refrigerated container located at the Springerville SO Yard in Springerville, Arizona, under the Apache-Sitgreaves National Forest. The work involves trenching and backfilling approximately 300 feet from an existing three-phase power source, installing 1.5-inch PVC Schedule 80 conduit, pulling 1,200 feet of #6 wire, erecting an electrical pedestal, and completing all necessary connections to deliver 480V, 3-phase, 30-amp power. The project must be completed within 90 calendar days of the Notice to Proceed, with work commencing no later than 10 days after receipt of that notice, and must adhere to strict safety standards including maintaining half-road access during trenching with appropriate signage and flagging. All materials and work become Government property upon payment. The acquisition is structured as a Request for Quotation under FAR Part 12 and is set-aside exclusively for small businesses as defined by NAICS code 237130 with a size standard of $45 million in average annual receipts. Only responsible small business concerns may submit quotations, and the award will be made to the highest technically rated offeror whose price is determined to be fair and reasonable and who has acceptable or neutral past performance, with no trade-off between technical merit and cost permitted. The contract incorporates numerous FAR clauses governing labor standards, including wage rate requirements, payrolls, apprenticeships, and compliance with the Copeland Act, as well as environmental and safety regulations such as refrigerant handling under EPA guidelines and protection of existing vegetation and utilities. Special requirements include mandatory certification of compliance with anti-discrimination laws and DEI policies under 452.203-71, with false certifications risking liability under the False Claims Act. Contractors must provide adequate security for progress payments, and non-compliance can trigger suspension or repayment obligations.
