The contract is intended to provide part-time group training, summer sessions, private or semi-private courses, placement interviews, and administrative support through up to two full-time instructors delivering services in virtual or face-to-face formats across the National Capital Region. The service includes a fixed schedule of 1,260 hours annually for group training, 120 hours for summer sessions, and 80 hours for preparation and planning time, with all services offered under a firm all-inclusive hourly rate that covers travel, living expenses, and Canadian customs duties, excluding applicable taxes. Only suppliers from Canada or nations party to applicable trade agreements—including WTO-AGP, CETA, CPTPP, and others—are eligible; non-trading partner offers will be rejected. Successful bidders must comply with strict security protocols, including having a Designated Organization Screening and Document Safeguarding Capability at PROTECTED A level from PWGSC’s Contract Security Program, and all personnel accessing PROTECTED information must hold a valid RELIABILITY STATUS; electronic processing of PROTECTED material is expressly prohibited. Evaluation will prioritize technical merit at 60 percent and price at 40 percent, with a mandatory minimum technical score of 35 points required for consideration, and offers must be submitted as a single PDF file divided into three volumes via email only. Invoices must include detailed expenditure breakdowns, proof of service delivery, and monthly progress reports, be sent to financecounter@statcan.gc.ca, and will be paid within 30 days if acceptable; late payments incur interest at the Average Rate plus 3 percent annually. Contractors must maintain complete financial and service delivery records for up to seven years after final payment and certify compliance with ethics standards, anti-bribery laws, and the Government of Canada’s Code of Conduct for Procurement. A mandatory offeror declaration form is required, particularly for former public servants receiving pensions or lump-sum payments.
