Amendment No. 013, issued to answer bidder's questions is available for upload under the Bidding Details tab. The Canada Revenue Agency (CRA) intends to enter into up to four contracts for virtual language training, in French and English, on an “as and when requested” basis. The training will support CRA employees to: a) Obtain Level A, B or C proficiency in reading, writing and oral proficiency in their second official language; b) Maintain or improve their second official language; and c) Develop the capacity for unilingual CRA employees to effectively learn English or French as a second official language. This requirement includes: a) Full-time and part-time language training in groups or individually; b) Preparation for Second Language Evaluation (SLE) level C oral interaction assessments; and c) Placement and diagnostic tests The services are for CRA employees located in: Region 1: National Capital Region (NCR) (this region comprises the National Capital Region as defined in the National Capital Act (R.S.C. 1985, c. N-4), which may be accessed at the following site: National Capital Act) https://laws-lois.justice.gc.ca/eng/acts/N-4/page-4.html#docCont Region 2: Ontario (this region comprises the province of Ontario) Region 3: Quebec (this region comprises the province of Quebec) Region 4: Western (this region comprises the provinces of British Columbia, Alberta, Saskatchewan, and Manitoba) The period of any resulting contract(s) will be for two years with three irrevocable options to extend the contract of one-year each. This requirement also includes the option to add, remove, or modify services and locations. Bidders may submit a proposal for any of the four regions. For example, a bidder can bid on either one or all four regions. Each region will be evaluated separately. In the event that a single Bidder is deemed the highest ranked responsive bid for multiple regions, the CRA will award one contract to the winning bidder for the regions where the Contractor is deemed the highest ranked responsive bid. A bid must comply with the requirements of the bid solicitation and meet all mandatory evaluation criteria to be declared responsive. The responsive bid with the highest combined rating of technical merit and price will proceed with the conditions precedent to contract award. Virtual training will be ordered on an as and when requested through SAP Ariba, the CRA’s e-procurement platform for ordering, receiving, and reconciling goods and services (internally branded as Synergy 2.0). Therefore, the successful Contractor must hold an Ariba Network (AN) membership for the period of the contract, including any option period if exercised. For more details, please consult Annex F: Synergy 2.0 Solution. Proposal documents and supporting information must be submitted in either English or French. When responding, the proposal MUST be delivered to: Canada Revenue Agency Bid Receiving Unit BRUg@cra-arc.gc.ca Bids will not be accepted if emailed directly to this email address. This email address must be used to request that CRA open a Connect conversation, as detailed in Standard Instructions 2003. Bidders must not use their own licensing agreement for Connect to initiate a Connect conversation with CRA. The CRA reserves the right to negotiate with suppliers on any procurement.
