Stockton East Water District (SEWD) Solar Project

The Stockton East Water District (SEWD) Solar Project involves the construction and operation of a behind-the-meter solar photovoltaic energy generation facility and battery energy storage system located in San Joaquin County, California. The facility features a total nameplate capacity of approximately 2 megawatts and includes a 3.3-acre ballasted solar array partially situated on an underground water tank, a 1.7-acre ground-mounted solar array, and a 2-MW battery energy storage system covering 0.14 acres with a capacity of 7,832 kWh. The project is designed to provide an alternative energy source for the SEWD Pump Station and offset energy usage from PG&E under the Net Billing Tariff. Lepton CS, LLC serves as the power provider responsible for the construction, operation, maintenance, and decommissioning of the facility and its supporting infrastructure, which includes electrical inverters, service boards, metering facilities, and interconnection to the PG&E Distribution System. Construction is expected to take approximately six months, and the facility is anticipated to generate power for 30 years or more with an option to extend. Once operational, the project will be automated with remote electronic monitoring of system health and production, requiring minimal onsite maintenance such as solar panel washing up to twice per year. The project is statutorily exempt from the California Environmental Quality Act (CEQA) as a ministerial project requiring only building permit approval and zoning compliance review. All activities must adhere to the San Joaquin County General Plan and Ordinance Code.
