Stroud Community Centre Business Case and Site Study

The Town of Innisfil is soliciting proposals for a consultant to develop a Business Case and Site Study for the Stroud-Innisfil Community Centre. The primary objective is to provide a defensible basis for near-term decisions by Town Council and the Innisfil ideaLAB and Library Board. The scope of work includes assessing the facility and nearby regional centers to confirm town-wide needs, validating demand assumptions from previous master plans, and identifying future service requirements. Key deliverables include two concept options with Class D cost estimates, a refined preferred option at Class C, a review of parking supply and demand, and an analysis of alignment with the Town's Integrated Sustainability Master Plan. The project also requires robust, third party-led public and stakeholder engagement. The contract is anticipated to run from the week of January 4, 2027, through December 30, 2027, with an expected agreement execution date of October 19, 2026. Proponents must submit electronic bids by September 22, 2026, at 11:00am. Selection is based on a weighted scoring system evaluating mandatory requirements, technical rated criteria, and pricing. The top-ranked proponent will enter direct negotiations. Award requirements include a Non-Disclosure Agreement for confidential information, a valid WSIB certificate of clearance, and insurance certificates on the Town's standard form. Payment terms are NET 28 days via electronic funds transfer or Town Purchasing Card. Document retention is required for seven years following the expiry or termination of the contract.
