Coordination for aircraft utilization must occur at least 30 days in advance of each scheduled mission, and the Government retains the right to schedule flights in day and night blocks with intervening shutdown periods. Performance will be evaluated based on the most advantageous offer considering price and other factors, and offers must remain valid for at least 30 days after the submission deadline of June 26, 2026. The contracting office is located in Louisville, Kentucky, with Glenn Quetta Goldring listed as the primary point of contact. The contractor is required to comply with all applicable Federal Acquisition Regulation clauses, including requirements for System for Award Management registration and maintenance, whistleblower protections, disclosure of information, and prohibitions on certain business operations with sanctioned regimes. Acceptance of services occurs at the destination specified in Louisville, Kentucky, with the Government responsible for inspection and acceptance. The contractor must maintain current SAM registration and submit representations regarding small business status, entity identification, and prohibited telecommunications equipment. Personnel stability is critical; absences due to military recall or other government-required duty do not relieve the contractor of performance obligations. Security protocols mandate immediate reporting of any threats to Department of Defense personnel or information. No performance or payment bonds
