Supply and Delivery of Home Heating and Transportation Fuels to the Government of Yukon

The Government of Yukon has issued a Request for Standing Offer (RSO - RFB-2026-8-5519) for the supply and delivery of Stove Oil, Unleaded Gasoline, and Ultra-Low Sulphur Diesel No. 1 to various locations across the Yukon Territory on an as-required basis. The scope covers multiple regions and communities, including Whitehorse, Dawson City, Mayo, and Watson Lake, among others. All fuel products must adhere to CGSB Fuel Specifications, specifically requiring a -50 degree C product for Stove Oil and Ultra Low Sulfur Diesel #1. The supplier is responsible for all costs associated with packaging, shipping, handling, and delivery, with the risk of goods remaining with the supplier until formal acceptance by the government at the place of delivery. This is a price-driven procurement where awards are based on the lowest total evaluated price per region. Evaluation may include Bid Value Reductions for respondents who are registered as Yukon First Nation Businesses or are located within the Traditional Territory. Payment for undisputed invoices is processed within 30 calendar days in Canadian funds. The solicitation process included two addenda: one clarifying the use of the Petro Canada Rack Benchmark for price adjustments and another modifying bid forms to require dollar values instead of percentages for bid value reductions. Submissions must be made electronically through the designated bidding system.
