The procurement focuses on four types of fuel: Turbine Fuel Aviation (JAA), Turbine Fuel Aviation (JA1), Turbine Fuel Aviation (JP5), and Naval Distillate (F76), with total estimated quantities exceeding 865 million U.S. gallons. The ordering period runs from award through September 30, 2027, with delivery occurring between October 1, 2026, and September 30, 2027, allowing for a 30-day carryover. Delivery will be made via tanker, barge, truck, and pipeline under both FOB Origin and FOB Destination terms, depending on the location. The contract is governed by NAICS code 324110 and includes an 8.23% small business set-aside, requiring offerors to maintain accurate Small Business designation in SAM. Offers must also comply with FAR clauses including 52.204-24 regarding prohibited telecommunications equipment, 52.225-3 and 52.225-5 concerning Buy American and Trade Agreements, and 52.212-3 requiring accurate size and socioeconomic certifications. Performance locations include specific air force and marine bases in Colorado, California, New Mexico, Alaska, and Hawaii, with inspection and acceptance conducted by the Government at the delivery point. Invoicing must be processed via Wide Area WorkFlow (WAWF), and cybersecurity compliance requires adherence to NIST SP 800-171 for contractor systems and DFARS requirements for cloud services. No contract value is listed in the provided data, and award will be made to the most advantageous offer following technical acceptability as
