Systemwide Cashiering Services

Minnesota State Colleges and Universities is soliciting proposals for a systemwide cashiering and payment management solution to serve its various colleges, universities, and system office. The required SaaS solution must provide secure, scalable payment processing across online, mobile, in-person, and auxiliary operations, including support for credit/debit cards, ACH, and digital wallets. A critical technical requirement is seamless integration with Workday Financial Management and Workday Student, ensuring Workday remains the authoritative system of record. The system must also handle non-tuition revenue from areas such as housing, dining, parking, and athletics, while maintaining strict compliance with PCI DSS, SOC 2, SOC 3, and FERPA standards. The contract is intended to be effective in December 2026 with an initial five-year term and five optional one-year renewals, potentially extending the total duration to ten years. Proposals are due by October 29, 2026, and will be evaluated based on overall value and total cost of ownership rather than lowest cost. Required pricing components include annual licensing and support, one-time implementation and setup fees, merchant processing and online gateway fee schedules, and hardware costs for in-person payments. Mandatory submission requirements include a notarized Affidavit of Non-Collusion, an Affirmative Action declaration, and a completed VPAT for accessibility compliance.
