Tactical Medical Operators Course

The U.S. Secret Service, under the Department of Homeland Security, is soliciting bids for a Firm, Fixed Price contract to deliver a four-day, 32-hour Tactical Medical Operators Course (TMOC) to its Operational Medicine Division, with performance required in Washington, D.C., during June 2026. This procurement is a Total Small Business Set-Aside under NAICS code 611430, reserved exclusively for small businesses, and is being awarded on a Lowest Price Technically Acceptable (LPTA) basis, where technical compliance is a mandatory pass/fail gate before price evaluation proceeds. The course must cover TCCC/C-TECC principles, MARCH skills for hemorrhage, airway, respiration, circulation, and hypothermia/head injury management, EMT-T vs. Paramedic applications in tactical settings, IV/IO access, advanced airways, pharmacology, and thoracic trauma seals, along with all necessary student materials, training aids, travel, and subsistence for instructors.
