Tactical Village Parking Project

The U.S. Secret Service, under the Department of Homeland Security, is seeking industry input through a Request for Information (RFI) for the Tactical Village Parking Project, identified by solicitation number 926R70093562, with a response deadline of July 15, 2026. This RFI is for procurement planning purposes only and does not constitute a solicitation or commitment to award a contract. The anticipated project involves the turn-key design and construction of a 100-vehicle parking lot at the James J. Rowley Training Center in Laurel, Maryland, spanning up to two acres, with a required period of performance of 270 calendar days from the Notice to Proceed. The scope includes site preparation, drainage infrastructure, bio swales for stormwater management, pavement construction, perimeter lighting, striping, and demolition, while avoiding existing transformers and an electrical manhole on site. Optional work includes pavement repair and stabilization on designated road sections within the training center, excluding PODC driving areas. The Government expects a single firm fixed price contract and requires compliance with local, state, and federal regulations, as well as AASHTO, ASTM, and DOT standards. All work must adhere to ADA accessibility requirements and include an Environmental Protection Plan approved by the Contracting Officer’s Representative prior to mobilization. Contractors must demonstrate their capability through a capabilities statement not exceeding eight pages in 12-point Times New Roman font, submitted electronically by the deadline to the designated points of contact. Responses must include organizational details, CAGE and EUI numbers, NAICS Code 237310 small business status, and specific small business certifications if applicable. All personnel requiring access to the facility must be U.S. citizens and complete the SSF 3237 access request at least 14 working days in advance, with non-U.S.-born individuals providing naturalization certificates. Security protocols are stringent: employees must undergo annual security briefings, comply with OPSEC measures, refrain from discussing project details with unauthorized persons, and are prohibited from posting any information on social media.
