Tattoo Artist Apprenticeship Program

The Commonwealth of Pennsylvania Department of Corrections is seeking a qualified professional tattoo artist to lead a Tattoo Artist Apprenticeship program for incarcerated individuals at SCI Frackville. The selected contractor will provide an instructor for 32 to 40 hours per week to deliver comprehensive training in disease prevention, design, application, customer service, and shop operations. The scope of work includes delivering classroom instruction and supervised hands-on practice, creating competency assessments, managing licensed body art establishment applications, and maintaining equipment and inventory records. The initial contract term is two years from the effective date, with the option for three one-year renewals and potential price adjustments of up to 3 percent upon mutual agreement. To be eligible, offerors must be actively practicing professional tattoo artists with at least three years of experience, hold a high school diploma or equivalent, and possess a current OSHA-compliant Bloodborne Pathogen certification. Mandatory security requirements include passing a Centralized Clearance Check and a Prison Rape Elimination Act background check prior to the contract award. Proposals must be submitted electronically through the JAGGAER portal and must include a technical submittal, a cost proposal, a portfolio of original work, and a 5-to-10-minute instructional video. Subcontracting for these services is strictly prohibited. Invoices are to be submitted as PDF files within 10 business days of completed services.
