The Department of Transportation’s Federal Transit Administration (FTA) has issued a Request for Information/Sources Sought notice seeking technical capability statements from firms with relevant experience to support its Technology Transfer Program (T2). This program aims to facilitate the deployment, commercialization, and dissemination of FTA-funded research and technological innovations to enhance the public transportation industry. Respondents are asked to submit detailed information regarding their recent past performance, corporate experience related to the Statement of Objectives (SOO), and the labor categories utilized in similar contracts. The response, capped at 15 typed pages, must include company contact information, CAGE code, NAICS business size classification under code 519290, and must be submitted electronically by May 19, 2026. This solicitation strictly serves market research and acquisition planning purposes, with no contracts awarded from the responses. The anticipated contract will be a hybrid of Firm-Fixed Price and Labor Hour types, with one 12-month base period and four 12-month option periods, allowing for up to five years of performance. Work will be performed primarily in Washington, D.C., with contractors providing their own facilities to meet the scope of work. The program’s deliverables focus on building and maintaining a comprehensive searchable research library, producing accessible and Section 508-compliant reporting and outreach materials, tracking patent activity, and enhancing stakeholder engagement through training and communications. Deliverables must adhere to DOT Plain Language guidelines, federal accessibility requirements, and cybersecurity/data management standards. Evaluation of responses will emphasize past performance, relevant corporate experience, and labor category expertise, though no formal evaluation criteria weighting or basis of award has been provided. Contract administration will be handled by the Office of Acquisition Management at FTA, with designated points of contact for submission and communication. No formal contract clauses, pricing data, or payment instructions are included, reflecting the notice’s purely informational and preparatory nature.
