Simplified Acquisition Procedures (FAR 13) were utilized to solicit and award this requirement for commercial survey services (FAR 12). A Purchase order was awarded to the quoter offering the best value to the Government, in accordance with the stated evaluation metrics. Award was made to an overseas vendor to conduct telephonic survey services in Italy. They will be responsible for the following general tasks, as described in the Statement of Work: SUMMARY OF REQUIREMENTS - Designing an appropriate sample; - Translating, back-translating and formatting the questionnaire submitted by the Office of Opinion Research; - Conducting a pretest; - Managing fieldwork; - Coding questionnaires, entering data, checking and cleaning the data; and - Providing required deliverables: detailed sampling design, translation and back-translation of questionnaire, pretest report, marginal frequencies, data in SPSS and ASCII formats, codebook, methodological report, final version of questionnaire and additional supporting documentation as necessary.
