The Bloc

The Bloc project, managed by the Los Angeles Department of City Planning under solicitation numbers CPC-2021-9959-TDR-SPR and ENV-2021-9959-EIR, involves the expansion of a mixed-use development located at 700 South Flower Street, 700 West 7th Street, and 711 South Hope Street. The scope of work includes the construction of a residential tower with up to 466 units, the addition of two above-ground parking levels atop the existing nine-story podium building, and the enclosure of the existing rooftop parking level. To accommodate the new tower, 24,342 square feet of existing theater and retail space within the podium will be demolished. The final development will span a 4.3-acre site with a total floor area of 1,894,988 square feet and reach a maximum height of 710 feet, or 53 stories. Additionally, the project establishes a Sign District featuring digital displays, supergraphics, and various on- and off-site signage. The project has been processed in accordance with the California Environmental Quality Act, with the Los Angeles City Council granting approval on September 16, 2025. The project is subject to a certified Environmental Impact Report and the adoption of a mitigation reporting and monitoring plan to address significant environmental effects.
